That would seem to be not want she wants. I would make her play NES until she is pro and work her way through the various nintendos.

Regular Wii, homebrew it, load it up with NES, SNES, N64, and Genesis games from Virtual Console.

Go right ahead, if that's what she really wants. If she's a hardcore nintendo fan, she'll be fine.
If she's NOT, do her a favor and expose her to what the other guys have to offer. If 'I just can't live without Link and Mario' are her reaction, then go for it, and all will be well.
Also, and I understand the inherent irony in this point, but don't take our advice to seriously. We aren't going to know what your niece wants better than you, and this question is bound to draw a lot of LOLZ, TEH WIIU LICX BALLZ comments, which may not be all that helpful.

Too old to pull off that switch. Maybe the regular wii with the emulators like they other guy said is a pretty good idea though.
